In the past three years, £18.76 million in developer contributions has been earmarked to support the delivery of 67 infrastructure projects to benefit the borough’s communities. Schemes include schools, road projects, play areas, sports facilities, community buildings and environmental improvements.
The money comes from the “strategic” portion of the Community Infrastructure Levy (CIL) collected by Reigate & Banstead Borough Council through its five-year Strategic Infrastructure Programme 2023-2027 (known as SIP2). CIL is a charge on developers of new developments to contribute towards essential infrastructure and services needed to support them.
Since March 2023, £8.5 million has already been transferred to 31 of the 67 infrastructure projects to be delivered. Of the 31 funded projects, 21 have been completed, with four others underway.

In addition, it is proposed to allocate funding to Reigate Priory Athletics Club later in the year towards resurfacing the athletics track at Battlebridge Recreation Ground in Merstham- subject to sufficient CIL funds, lease arrangements, and approval of a planning application.
A further £10.8 million is allocated for projects for the remainder of the current SIP period to the end of March 2027.
Due to Local Government Reorganisation, the current SIP allocations will cease in March 2027, a year earlier than planned. The SIP has been updated to reflect this, including re-profiling some CIL allocations to 2026/27.
Councillor Kate Fairhurst, Executive Member for Place, Planning and Regulatory Services, said: “Over the past decade, the money collected from development through CIL and allocated through the Strategic Fund has played a significant role in realising the delivery of a huge range of important infrastructure projects. Its impact in funding necessary facilities and services to support our growing communities, along with smaller local projects through the Local CIL Fund, cannot be underestimated. We will ensure that residents continue to see the benefits right up until the point at which Reigate and Banstead’s responsibilities transfer to East Surrey Council.”
On the impact of their strategic CIL funding, John van Hoof, Chair of 2nd Reigate Scout Group said: “This award of CIL funding secures the future of 2nd Reigate Scout Group on this site, enabling it to continue providing opportunities for young people and delivering lasting community benefit.”
Jenny Rayner MBE, CEO of The Lucy Rayner Foundation said: “The Lucy Rayner Foundation Wellbeing Centre has been a dream of the Foundation for many years and now with the CIL Funding that dream will be realised. The funding will help us to build a dedicated wellbeing space in the community that will give immediate support to young people and their family, who are going through mental health challenges, offering tools to build resilience to thrive in society.”
